HAMPSHIRE YOUTH SERVICE SUB-COMMITTEE - APPOINTMENT OF DISTRICT COUNCIL REPRESENTATIVE

That the Association appoints a District Council representative to the County Council's Youth Service Sub-Committee of the Education Committee.
1. The County Council's Education Committee has established a Youth Service Sub-Committee to give a greater degree of prominence to the Youth Service in Hampshire. Its first meeting is scheduled for 2 December at 2.15 pm.
TERMS OF REFERENCE
2. The terms of reference of the Youth Service Sub-Committee are set out below
Within policies and financial budget limits determined by the Education Committee -
(a) To advise on the preparation of the Development Plan and other policies for the Youth Service.
(b) To consider and advise on detailed matters referred to them on the Youth Service budget and other specific youth projects.
(c) To establish criteria for the allocation of grants to Voluntary Youth Organisations and individuals, to establish levels of delegation to officers and to determine, on behalf of the Education Committee, applications for such grants.
(d) To provide a forum for consultation with users of and partners in the Youth Service, notably District Councils, young people and Hampshire Council for Voluntary Youth Services.
(e) To provide, where appropriate, a focus for cross-departmental policy for young people to ensure co-ordinated development across the County Council in response to their needs.
3. In addition to County Council members there will be three co-opted non-voting members, one from the District Councils, one from the Hampshire Council of Voluntary Youth Service and one representative of young people.
FREQUENCY OF MEETINGS
4. Likely to be three times a year.
