ASSOCIATION OF HAMPSHIRE AND ISLE OF WIGHT LOCAL AUTHORITIES
24 July 1998
LGA - REPRESENTATION FROM THE SOUTH CENTRAL ELECTORAL COLLEGE
Report by the Policy Officer
That the report be noted.1. The closing date for appointments to the LGA for the forthcoming year is 24 July. If possible, the appointments will be made available at the Association meeting.
2. Appointments from the three main political parties, from unitary and district councils, are made by the South Central Electoral College. This college comprises the unitary and district councils in Hampshire, Isle of Wight and West Sussex. Next year the college will merge with South East (Kent, Surrey and East Sussex). Appointments from County Councils and from other political parties are made on a national basis without involving the electoral college.
3. The staff of the HIOW Association are formally responsible for arranging appointments in accordance with "templates" set at national level by the LGA. The templates dictate representation by authority-type and political party. Overall, at national level, the templates are intended to provide for a fair representation of authorities and political parties.
4. In practice, the political groups are asked to agree a fair representation between themselves. The officers of the Association have asked the following members to co-ordinate this agreement for the South Central Electoral College:
Conservative: Councillor Peter Hutcheson, HartLiberal Democrat: Councillor Keith House, EastleighLabour: Councillor Leo Madden, Portsmouth If agreement has been struck by the time of the meeting, details will be released.
