SERPLAN MEETING - 29 OCTOBER 1998
Report by Councillor Paula Baker, Basingstoke and Deane Borough Council
1. The meeting considered Paper SERP431 which proposed amendments, and some updating, to the main strategy document (SERP400). Three alterations were moved: one to increase the baseline housing provisions (defeated), one to delete the motorway and trunk road tolling policy from the western wedge (successful) and one to add Southampton to the Midlands rail freight to the strategic infrastructure "shopping list" (this was put on hold pending further work by officers). A fourth alteration, relating to Bracknell's aspirations for additional retail space fell as no one would second the motion.
2. There was debate on SERPLAN's response to the Consultation Paper "Less Waste More Value". SERP426 refers. Conference agreed to put more emphasis on the need to minimise waste, to strongly endorse difficulties with the Environment Agency, to urge government help with securing an end use for recycled materials and there was a debate about the merits of combined heat and power incineration.
3. Remaining papers on the agenda were agreed and noted as appropriate.
