Paper 12 - 30 January 1998 Meeting

ASSOCIATION OF HAMPSHIRE AND ISLE OF WIGHT LOCAL AUTHORITIES

30 January 1998

REPORT OF LGA LEISURE AND TOURISM COMMITTEE (January 1997 to 1998)

Paper from Councillor John Coles

RECOMMENDATION

To note the report

The Committee has met twice in the past year. The first meeting in January 1997 was as a shadow Committee. The full Committee met in October 1997 and this meeting served as the Annual General Meeting.

Councillor Chris Heinitz from Wakefield Metropolitan District Council was re-elected as Chairman of the Committee.

I have been appointed to the LGA National Lottery Task Group which has held two meetings in the past year. I have also been appointed to the Local Authority Associations Advisory Group on the English Sports Council. Two meetings have been held for this Group. All meetings have been held in London.

The Lottery Task Group has been looking at the following issues:-

* Implementing and monitoring the National Lottery Action Plan

* Working on the Lottery Amendment Bill

* Providing a Forum to discuss National Lottery issues in general and receiving reports on the work of the distribution of lottery funding

I have found this Task Group to be very interesting.

The meetings with the English Sports Council are most encouraging as the Sports Council see Local Authorities as good providers of sport.

At the last meeting, the following issues were discussed:-

* Sports Council structures

* The National Stadium (The English Sports Council has agreed to release £21.4 million to the English National Stadium Trust)

* British Academy of Sport

* Women-only sports sessions at Local Authority Sports Centres

* Regional Development Agencies (RDA’s)

* Statutory Leisure Plans

The next meeting with the Sports Council will be held on 19 January 1998.

At the last Leisure and Tourism Committee, the following issues were discussed:-

* Europe

* Integrated Leisure and Tourism

* The Lottery

* Resources

* Relationships with Government

* Corporate Policy issues

The next meeting will be held on 2 February 1998.
