ASSOCIATION OF HAMPSHIRE AND ISLE OF WIGHT LOCAL AUTHORITIES

SHIFTING THE BALANCE OF POWER IN THE SOUTH EAST - CONSULTATION ON THE PROPOSAL TO ESTABLISH A NEW HEALTH AUTHORITY FOR HAMPSHIRE AND THE ISLE OF WIGHT

1. The enclosed summary of the consultation paper describes proposals for a new Strategic Health Authority (StHA) for Hampshire and the Isle of Wight.

2. It is issued at a time when a pattern of ten Primary Care Trusts (PCTs) is emerging across our area:

Isle of Wight

Havant/Petersfield

New Forest

Winchester/Andover

Southampton

Eastleigh/Romsey

Gosport/Fareham

Basingstoke/Alton

Portsmouth

Hart/Rushmoor

3. The Local Government Association has lobbied for coterminosity between StHAs and local authorities. The Association of Councils in the Thames Valley Region (Buckinghamshire, Berkshire and Oxfordshire) has lobbied for one StHA to cover their area. Border authorities such as Rushmoor particularly want to ensure that cross-border flexibilities are improved and not hindered by this re-organisation.

4. Responses to the consultation are required by 30 November and the Chief Executives’ Group will be preparing a joint response to be brought back to the next meeting of this Association. Members’ initial reactions in the discussion will be used to start the work of preparing a joint response.
