Further to your letter of 26 February 2003 I would like to submit a motion regarding the Government’s policy on asylum seekers to the Annual Meeting of the LGA General Assembly. I have referred to the guidance note on General Assembly motions and consider that this motion meets the criteria B (ii) as I will be asking the Association to pursue a course of action rather than just express a view on an issue.

The Home Office has recently announced that it is considering the establishment of an accommodation centre for asylum seekers at HMS Daedalus. The site falls within the boundaries of both Gosport Borough Council and Fareham Borough Council. It has been very difficult for both Councils to obtain any detailed information from the Home Office and there has been a general lack of consultation regarding the matter. The issue was debated at a meeting of Fareham Borough Council on 3 April 2003 and one of the resolutions was that the Council ask both the Associations of Hampshire and Isle of Wight Local Authorities (HIOWLA) and the Local Government Association to engage with the Government with a view to developing a coherent approach to asylum issues.

I will obviously be raising this issue with HIOWLA but, in the meantime, I would like to put forward a motion to the Annual meeting of the LGA General Assembly ........

"that the Association engages with the Government with a view to developing a coherent approach to asylum issues".

I am also pleased to report that I have the support of Councillor Shaun Cully, Leader of Gosport Borough Council in putting forward this notice of motion.
