THE ASSOCIATIONíS BUDGET AND SUBSCRIPTIONS 2003-2004

Report by the Honorary Treasurer and the Policy Manager

RECOMMENDATION

That the subscription unit of £1,950 be confirmed and member authorities invoiced accordingly.

1. The Association approved its budget for 2003/4 in January. The budget is met by the payment of "subscription units" by member Authorities. District Councils pay two units, Unitary Councils three units and the County Council pays four units. The Police Authority and the Hampshire Fire and Rescue Authority are entitled to full membership of the Association at the subscription rate of two units.

2. The Association at the January meeting agreed to retain the current level of expenditure but reduce subscriptions as a result of the Fire and Rescue Authority joining the Association. Subsequently Southampton City Council has decided to join. The subscription unit, set at £2400 in 1997 and reduced to £2200 last year, can now be reduced by a further 11% to £1,950 reflecting the expansion of the membership base. The overall reduction in membership fees since 1997 when the Association was formed amounts to nearly 20%.

3. The proposed subscriptions for 2003-2004 are as follows:

4.The preliminary outturn report for 2002/2003 and details of the budget for 2003/2004 are shown in the Annex. (The Associationís financial year runs from June to May, to allow for any changes following the election to influence the Associationís activities). We spent less than planned on running courses and conferences last year and so our reserves are higher than anticipated. We plan to continue to draw on reserves in the coming year.

5. It will be noted that the Association has a general reserve amounting to three monthsí operating costs and that we have built up specific reserves from CPA "capacity building" activity detailed in the Annual Report.
