ASSOCIATION OF HAMPSHIRE AND ISLE OF WIGHT LOCAL AUTHORITIES

CHANGE OF NAME FOR THE ASSOCIATION
Report by the Director
That the name of the Association be changed to the Hampshire and Isle of Wight Local Government Association.
1. At the 2003 Annual Meeting I suggested a change of name to bring our Association in line with common practice across England where the title Local Government Association is well known in the local government and partner community. At the 2004 Annual Meeting, Councillor Thornber, Leader of Hampshire County Council, requested that this matter be raised again.
PURPOSE AND OBJECTIVES OF THE ASSOCIATION OF HAMPSHIRE AND ISLE OF WIGHT LOCAL AUTHORITIES
2. The objectives of the Association (Annex 1) are closely allied to those of the Local Government Association. However we are not a part of, or affiliated to, the Local Government Association itself. The suggestion for a change of name to Hampshire and Isle of Wight LGA came after a presentation to the Association meeting by Sir Brian Briscoe, Chief Executive of the LGA. Such a change - being a change to the Constitution - requires a 2/3 majority and preferably full agreement.
ADVANTAGES OF A CHANGE OF NAME
3. Ž Brings us into line with practice elsewhere in England
Ž Avoids confusion for partners who are generally aware of the LGA at national level plus local LGAs such as Surrey
Ž The abbreviation HIOW, established in 1997, can remain. This abbreviation has been used by other partners such as the Strategic Health Authority.
4. Ž Minor costs associated with change of graphics on web-site and new stationery.

OBJECTIVES OF THE ASSOCIATION
The objectives of the Association are:-
ŽTo provide a means for facilitating co-operation between the constituent authorities;
ŽTo promote the interests of local government in Hampshire and the Isle of Wight;
ŽTo assist member authorities in the effective performance of their duties and functions;
ŽTo pursue issues of common concern to member authorities and to represent their joint interests to other bodies;
ŽTo develop effective relationships with regional organisations; and
ŽTo provide a forum for exchange of ideas and experience across member authorities.
