POTENTIAL HAMPSHIRE AND ISLE OF WIGHT USE OF
CAPACITY BUILDING FUNDS
Report by the Director
That members consider the use of the Government’s capacity building funds.
1. John Haward, Director of Local Government Practice at the Office of the Deputy Prime Minister, will outline the Government’s capacity building funds for local government.
2. As a result of a preliminary briefing organised by the Local Government Association last year, there are two pilot projects currently starting in Hampshire and the Isle of Wight with ODPM capacity building fund support:
Ž"Cross Sector Leadership Development" is being piloted by Portsmouth City Council; and
Ža programme for training and development of Local Strategic Partnerships is to be managed by this Association in conjunction with Havant Borough Council.
3. The Chief Executives’ Group is currently drawing up a bid to fund additional Member training and development in the field of "overview and scrutiny". I am working with Havant Borough Council, South East Employers, the Improvement and Development Agency (IDeA) and the Audit Commission to put a preliminary proposal to ODPM before reporting to Members (probably at the annual meeting in July).
4. Oonagh Aitken, South East Regional Associate for IDeA, is proposing that we start to consider a much wider application for capacity building funds based on good/excellent joint working between authorities in this area with a view to disseminating good practice elsewhere and strengthening our work. Oonagh attended the last Association meeting and a recent Chief Executives’ Group.
