That the appointments set out in the Annex be confirmed.

ROLE OF THE APPOINTMENTS PANEL

1. The Association has set up the Appointments Panel which consists of the Chairman, Cllr. Elizabeth Cartwright (East Hampshire, Conservative); the Vice-Chairman, Cllr Peter Moyle (Rushmoor, Conservative); Cllr. Sheila Campbell (Winchester, Liberal Democrat) and Cllr. Paul Harvey (Basingstoke and Deane, Labour).

2. The role of the Panel is to recommend District Council Member appointments to (generally) Hampshire-wide bodies. The Panel is a standing panel established to represent the three political groups on the Association. It works to guidelines agreed by the full Association dealing with the need to appoint the best person for the job, give continuity of service and provide a geographic and political spread of representation.

3.The Panel has not needed to meet formally this year because changes to representation have only been minor.

4. Current appointments are shown in the Annex. (Previous appointments are shown in our Annual Report approved by Members at the last meeting and published on our website).

PAYMENT OF EXPENSES AND ALLOWANCES

5. Since the Association’s formation in 1997, it has been the practice for member authorities to pay any expenses and allowances associated with these appointments for their members on outside bodies. It is most important that member authorities are fully aware when the Association makes these appointments and the HIOW Secretaries and Directors of Administration are reviewing procedures to ensure this occurs.
