LITTER ON TRUNK ROADS

RECOMMENDATION

That the support of the LGA be sought for the County Councilís proposals.

1. At present, responsibility for litter clearance on trunk roads falls on District Councils although responsibility for road maintenance for these roads rests with the Governmentís Highways Agency. The County Council considers that the general amenity and environment of trunk roads within the county is degraded by the presence of quantities of litter. Members have therefore investigated the arrangements for litter clearance.

2. Following a presentation from the Highways Agency, the County Council wrote to the Secretary of State for Transport requesting a change in the arrangements whereby the Highways Agency would assume the responsibility for litter clearance on trunk roads. The presentation was also attended by Robert Heathcock, Head of Health and Housing at Winchester City Council and County Councillor John Wall who is also a member of Basingstoke and Deane Borough Council.

3. However, the Governmentís response was that some local authorities might object to this proposal which would remove a power and related funding from all local authorities.

4. The County Council is therefore seeking this Associationís support in taking the matter forward via the Local Government Association, with a view to lobbying the Government.
