HAMPSHIRE STRATEGIC PARTNERSHIP, COMMUNITY STRATEGY AND

DEVELOPMENT PLAN

RECOMMENDATION

That the Association works with the County Council to co-ordinate activity on Hampshire Strategic Partnership priorities 2 and 3 (Development Needs, and Accessibility).

BACKGROUND

1. The Association has encouraged the development of Local Strategic Partnerships and Community Plans and is actively involved in the Hampshire Strategic Partnership. The HSP Steering Group includes two HIOW representatives: Councillors Elizabeth Cartwright (East Hampshire) and Peter Moyle (Rushmoor).

2. HSP has produced the community strategy for Hampshire - "Shaping Our Future Together" - including a Development Plan. The Development Plan has six priorities to be taken forward by various "Co-ordinating Agencies":

3. The Chief Executives Group has considered a suggestion from Hampshire County Council that the Co-ordinating Agencies for Priorities 2 and 3 should be changed to show HIOW/HCC for both. The reason for this is mainly that the two priorities are closely related. A secondary reason concerns the Associationís limited resources and the fact that the County Councilís resources are needed to pursue these priorities. The Annex gives priorities 2 and 3 from the Development Plan.

4. The main activity under priority 2 has been to arrange a "Hampshire Debate" on 4 February for all LSP partners at The Anvil, Basingstoke. We are now developing proposals for a conference on accessibility to tie in with work on the local transport plans.

5. The HSP is creating good links with all the Hampshire and Isle of Wight LSPs, for example by inviting District LSP chair representation on the HSP Steering Group. The Association has set up a HIOW LSP network for LSP staff. We are currently hoping to establish a Chairsí Network for our LSPs to continue to improve joint work and liaison.
